International Symposium on: "Justice Reform in Morocco: Players, Issues, and Outcomes"

Saturday October 15, 2016 in Rabat

In partnership with EuroMed Rights and the Democratic Association of Morocco's Women, and with the support of the European Endowment for Democracy, Adala Association for the right to a fair trial is organizing this Saturday October 15 at the Rabat Hotel (in Rabat) an international symposium on "Justice Reform in Morocco: Players, Issues, and Outcomes", starting from 08:30.
The symposium will be attended by representatives of the Ministry of Justice and Liberties, the Ministry of Solidarity, Women, Family and Social Development, the House of Councillors, the National Human Rights Council, the European Union, some embassies, the International Federation for Human Rights, the International Commission of Jurists, Lawyers Without Borders, Friedrich-Ebert Foundation, professional associations of judges and lawyers, human rights and women's associations, regional and international human rights NGOs, alongside many experts who will take part in the debate on the reform of the justice system.
This symposium is also a landmark moment for monitoring and analysis, insofar as it will review the legal and judicial arsenal, its new features, as well as the process of making operational the constitutional provisions and the commitments made by Morocco under international conventions, with respect to justice and particularly since 2011.
The symposium will also cast an evaluative look at the main legal texts relating to criminal law, independence of the judiciary, and the combat of violence against women. Besides, this evaluation will address the harmonization of the existing legislation with international human rights law, and the effective implementation of the recommendations set forth in the Charter for the Judicial System Reform. Similarly, the evaluation will take into account the contributions of associations and civil society bodies to the debate on the reform of these legal texts.
Among the objectives of this international symposium, organized under the theme of "Justice Reform in Morocco: Players, Issues, and Outcomes", it is worth mentioning:
  1. The evaluation of the extent to which the two organic laws 100.13 and 106.13, the draft laws relating to the Penal Code and the Penal Procedure Code, and the Bill 103.13 on combating violence against women are consistent with the provisions of international human rights law;
  2. The advocacy actions to carry out in the coming months for the reform of the justice system in order to make it consistent with the requirements of the constitutional provisions and Morocco's commitments under international conventions;
  3. The continuing dialogue on the ongoing reforms in Morocco and the evaluation of government policies in the areas of justice reform and gender equality, in partnership with Moroccan, regional and international civil society, alongside government agencies and representatives of the European Union in Morocco.
